The System Explained

Licensing + Levels of Licensing

So you’re ready to jump in… now what? Well, if you would like to become a foster parent, a respite caregiver and even a mentor, you will need to be licensed.

Licensing for Foster Care and Respite (Babysitting) Care

There are five levels of prospective foster parent licensing in Florida, which determine the intensity of care the foster parent will be expected to provide, as well as the allocated amount of the stipend received from Citrus:

Level I Child-Specific Foster Home is designed for any relative or non-relative who has a pre-existing relationship with the foster child. Level I is the newest form of licensing.

Level II Non-Child Specific Foster Home is designed for people within the community and includes licensing for respite care. Level II is where most people will fit.

Level III Safe Foster Home for Victims of Human Trafficking is designed for individuals interested in providing a safe and stable environment for victims of human trafficking.

Level IV Therapeutic Foster Home is designed for a foster home that has specialized training to foster an array of “emotional, behavioral or social needs” of a child.

Level V Medical Foster Home is designed for foster parents who have received training to address chronic medical needs. “Medical foster parents” allow the children to receive specialized care in a home setting rather than in a hospital, group home or with the child’s biological family that cannot meet the child’s needs.

There are two pathways for Mentorship Training:

  1. Big Brothers Big Sisters of Miami
  2. Hope, Heart, and Home has partnered with Citrus Family Care Network to provide mentorship training to volunteers. These volunteers will be matched with a foster child in the system or a child that is aging out of foster care.
